This grant program provides funding in Greater Minnesota to build infrastructure improvements that use Minnesota biomass energy products to conserve energy and reduce reliance on electricity, oil and natural gas.The program also provides funding to stimulate economic development by assisting local units of government to provide infrastructure required in the creation or retention of high quality jobs with a focus on industrial, manufacturing and technology related industries and to keep or enhance jobs in a specific location while increasing a city's tax base.

The Innovative Business Development Public Infrastructure (BDPI) program focuses on job creation and retention through the growth of new innovative businesses and organizations. The program provides grants to local governmental units on a competitive basis statewide for up to 50 percent of the capital cost of the public infrastructure necessary to expand or retain jobs.

The Minnesota Jobs Skills Partnership Program strategically helps Minnesota businesses and schools competitively train the workforce. Grants are awarded by the Minnesota Job Skills Partnership Board to educational institutions that partner with businesses to develop new-job training or retraining for existing employees. All training projects pair at least one public/private accredited Minnesota educational institution and one business.
